でも、よく考えると多くのプログラマは仕様書を渡されて「これ作ってください」と言われる側なので、「何を作るか」は省略されて「どう作るか」を考えなければならない。そのため、どう作ればよいのか悩む人が多くても不思議ではない。

「どう作るか」は「何を作るか」のためにある。根底の部分ではそれを意識してないといけない （と自分に言いきかせているところ）。
